Sydney Harbour has two cruise passenger terminals, and confusing them is the most expensive mistake on this page. The Port Authority of NSW operates both: the Overseas Passenger Terminal at Circular Quay, and White Bay Cruise Terminal at Rozelle.
The two terminals
Overseas Passenger Terminal (OPT)
The OPT is on the western side of Circular Quay. Port Authority gives the address as the corner of Argyle and George streets, Circular Quay West, The Rocks — directly across the water from the Opera House and beside the Harbour Bridge.
It is about 13 kilometres from the airport, typically 20 to 30 minutes by road. It is also the more accessible of the two by public transport, being in the middle of the city.
White Bay Cruise Terminal (WBCT)
White Bay is at James Craig Road, Rozelle — about 12.5 kilometres from the airport and usually around 17 to 25 minutes' drive. It is closer than the OPT in distance but much less connected: Port Authority's own FAQ makes no mention of public transport options to the terminal.
The White Bay access rule
This is the detail worth reading twice. Port Authority states that on cruise ship days, road access to White Bay "is only available via The Crescent / James Craig Road and NOT by Robert Street in Balmain", and warns that drivers should ignore navigation directions suggesting Robert Street, because access will be denied.
If you are booking a transfer, mention White Bay by name rather than just "the cruise terminal", and confirm the driver knows the approach. It is exactly the kind of local knowledge that separates a driver who does this route from one who is following a screen.
Parking and drop-off at White Bay
Port Authority is specific, and the limits are tight:
- There is no long-term parking at the terminal
- The car park permits short-stay pick-ups only, to a 15 minute maximum
- The drop-off area directly outside the terminal is for no more than two minutes
- There is a taxi rank directly outside the terminal, with staff on hand
For anyone being collected after a cruise, Port Authority's advice for pre-booked transfers is practical: make sure you have the company's contact details, and ask the driver to call on arrival.

By train to the OPT
If you are sailing from Circular Quay and travelling light, the train is straightforward: the T8 from the airport into the city and on to Circular Quay, then a short walk around the quay to the terminal. Add the airport station access fee per person.
With cruise luggage — which is rarely light — that walk and those stairs are the part to think about.
By car to either
A pre-booked car is the common choice for cruise transfers for three reasons: the luggage, the fixed departure time, and the fact that the terminal you need may be the one with no practical public transport. Our cruise terminal transfers cover both.
Timing your transfer on sailing day
Cruise lines set boarding windows, and they are not suggestions. Two Sydney-specific factors are worth building in:
- Harbour traffic at Circular Quay. The Rocks and Circular Quay West are busy and constrained, particularly when a ship is in.
- The single approach to White Bay. One road in means one queue on a busy embarkation morning.
If your flight lands the same day you sail, leave a genuine margin. If it lands the day before, you have removed the single biggest risk in the whole itinerary.
